Early warning system program was designed to raise awareness of civilian defence agents about the importance of early detection in responding to religious-based radicalism and terrorism. Early detection systems could be preventive measures to counter the acts of terrorism. Meanwhile, the civilian defence agents referred to: heads of RT/RW, owners of indekos (boarding houses), security guards, hansip (civil defence), bhabinkamtibmas (police’s security and public order officers) and education institutions. This training roadshow, organized under collaboration with the Center for Human Rights Studies (PUSHAM) Surabaya, was held in Surabaya, Semarang, Jember and Malang.
